This report documents the experience of California's Alameda County 911 Trial Project, emphasizing problems regarding implementation of ALI (Automatic Location Identification) and difficulties encountered with Pacific Telephone.
Abstract
Report information was compiled after 2 years' operating experience with 911 selective routing and ALI and 4 months prior to the anticipated implementation of ALI. Because of a very recent sharp escalation in the telephone company's pricing for ALI, its implementation is presently in doubt. The first section of the report addresses the cost history of 911, because the difficulties in that area affected most dealings with the telephone company's coordination office, the principal management interface with the county's 911 Project Office. Subsequent sections, organized for the benefit of the potential public safety implementer, focus on Oakland's use of an automatic call distributor, costing problems, selective routing, misroutings, transfer capabilities, equipment reliability, and system usage. Three references and eight figures are included; correspondence samples are appended.
