Annotation

This paper describes the renovation of the West Virginia State Penitentiary into a training facility, renamed the National Corrections and Law Enforcement Training and Technology Center (NCLETTC).

Abstract

In 1995, the West Virginia Supreme Court declared the West Virginia State Penitentiary, in Moundsville uninhabitable, after which it became a tourist site. However, in the last few years the Moundsville Economic Development Council (MEDC) turned the prison into a training facility, renovating portions to create classrooms with the rest remaining pretty much untouched. The facility's new name is the National Corrections and Law Enforcement Training and Technology Center (NCLETTC). This paper briefly describes what the new training facility offers which includes: (1) courses offered by NCLETTC; (2) a facility where vendors can utilize the facility to demonstrate their products; (3) a facility where technology developers can install their products, which are evaluated by staff and students; and (4) a facility that can be rented to provide training to its own staff using its own trainer, course materials, and supplies. The scope is currently expanding to include all public safety responders, such as EMTs, doctors in trauma units, and HazMat incidents.
