Abstract

The Pennsylvania Juvenile Detention Assessment Project was an attempt to get a handle on the current uses of secure detention in the State of Pennsylvania by studying both the condition and needs of the field. This report profiles juvenile detention, which varies from one place to the next. The Detention Assessment Project is intended to gather useful information for planning purposes. The report begins with an examination of the numbers in juvenile detention focusing on admissions, capacity and utilization, population, charges, and length of stay. This is followed with examinations of detention criteria and decisionmaking, alternatives to detention, and funding challenges. The report concludes with recommendations in the areas of mission dissemination, standard admissions criteria, enhanced services, community-based alternatives, and detention data.
