This report presents a general history of the evolution and development of the School Management and Resource Teams (SMART) Program.
Abstract
SMART has been a 13-year interdepartmental initiative to help create safe, drug-free schools. Between 1983 and 1991 considerable time, effort and Federal dollars were devoted to developing the SMART Program. Its objectives are to redefine and create new policies and procedures for addressing school discipline problems and to use aggregated data on student misconduct for the purpose of preventing or reducing such behavior. The effort to achieve the first objective involves local school districts submitting all disciplinary policies and procedures for review by a district SMART team. Following the review, a district team develops new policies/procedures that define law and discipline violations and adapts new codes and sanctions. The second objective, data collection on misconduct, involves the operation of a computerized Incident Profile System. In addition to outlining SMART goals, objectives, and outcomes, this report describes program elements, which include commitment, the district safety self-audit, the Incident Profiling System, and SMART teams. The two phases of the SMART program implementation are also profiled, followed by a section on the national program director and resource sites. The concluding section of the report lists and describes SMART products and reports on evaluation findings. Recommendations are offered based on evaluation findings. Appended SMART materials
