Abstract
Describes the development of theories underlying the juvenile justice system and their impact on recordkeeping. The report also discusses changes in legislation and policy affecting juvenile justice activity and the use of juvenile offender records for criminal justice and noncriminal justice purposes. The report is part of the continuing BJS series on criminal history and related records prepared by SEARCH, the National Consortium for Justice Information and Statistics.
