This Prison Industry Enhancement Certification Program (PIECP) Compliance Guide provides additional information for PIECP Certificate Holders but does not replace or amend the 1999 PIECP Guidelines.
This Guide first provides definitions relevant to the features and implementation of the PIECP Guidelines. This is followed by a major section of the Guide that addresses PIECP administration. This section first reviews what is involved in being a PIECP Certificate Holder and then describes the features of Cost Accounting Centers. The second major section of this Guide provides guidance on compliance with PIECP requirements in the following areas: prevailing wage/displacement, non-displacement, benefits, deductions. voluntary participation, consultation with labor representatives, consultation with the private sector, and compliance with the National Environmental Policy Act. The Guide concludes with a major section on document retention.
