The Prescription Drug Monitoring Program Training and Technical Assistance Center (PDMP TTAC) reports 2020 data and 2021 features of the Massachusetts state Prescription Drug Monitoring Program (PDMP).



The name of the Massachusetts PDMP is MA Prescription Monitoring Program, which is managed by the Department of Public Health. In 2020 the state population was 7,033,469, and there were 51,372 DEA-registered prescribers and 1,136 DEA-registered dispensers. A total of 22 PDMP reports are produced and available. The PDMP staff for 2021 consists of seven employees with operational responsibilities, two with technical responsibilities, and three conducting analytical/epidemiological tasks. Information is provided for accessing relevant statutes and rules for the mission and operation of the PDMP. A total of 27 miscellaneous PDMP capabilities and policies are listed. The data retention policy is to retain only de-identified data. Training is available and required for only prescribers before PDMP use. Requirements for PDMP accounts are outlined. PDMP queries by law enforcement require probable cause and an active investigation through written request. Criteria to query PDMP are reported. Enrollment in and use of the PDMP is required for prescribers, and there is a compliance process for enrollment and use mandates. Veterinarians are required to provide identification information on animals and their owners when prescribing monitored drugs. Data are monitored or accessible for drugs listed in Schedules II-V, medical marijuana dispensing, naloxone/narcan administrations and dispensing, and fatal overdoses. Information is provided on technological capabilities; required data transmitters; and data collection, storage, generation, and access.
