Abstract

This article discusses the technology policy framework developed by the International Association of Chiefs of Police (IACP). The framework focuses on universal principles that "provide structural guidance for the development of technology-specific agency policies and operating procedures that align with established constitutional, legal and ethical mandates and standards." The framework was developed in response to the growing use of technology by agencies in ways that are not covered by current policies. Subject matter experts and representatives from law enforcement agencies and interested organizations and groups such as the Criminal Intelligence Coordinating Council, the National Sheriffs' Association, the Association of State Criminal Investigative Agencies, and the Institute for Intergovernmental Research, came together to develop the framework. The areas covered by the framework include technology objectives, deployment, privacy protections, records management, data quality, systems security, data retention and purging, access and use of stored data, information sharing, accountability, training, and sanctions for noncompliance. The framework is available for download from the IACP Web site.
