This report reviews the training and technical assistance (TTA) provided by the U.S. Justice Department's Office of Justice Programs' (OJP's) Diagnostic Center in response to a request for assistance from the Metro East Police District Commission (MEPDC) of St. Clair County, IL, in providing a pathway for implementing data-driven solutions in countering violent crime, while providing programs, promising practices, and training for the MEPDC and police departments in the county.
Abstract
The OJP Diagnostic Center conducted interviews and collected data from the MEPDC and four Metro East communities. This was for the purposes of developing a baseline understanding of the local environment, including law enforcement operations; documenting the underlying criminogenic factors within each community and across jurisdictions; and identifying opportunities to address law enforcement accountability, ethics, and violent crime. An overview is provided of key strategic improvements and recommendations. TTA needs identified and recommendations offered by the Diagnostic Center pertain to police ethics and accountability, standard policing skills, data analytics, peer-to-peer relationships, cross-jurisdictional support, and evidence-based crime prevention strategies.
