This document provides guidance for instructors as they develop lesson plans to teach the course learning objectives for the Coordinated Strangulation Incident Response Training for Law Enforcement Officers and Emergency Medical Personnel. The course is a suggested training in best practices for coordinating response to incidents involving intimate partner violence-related strangulation (IPVRS); it is designed to equip first responders with the knowledge and skills to effectively identify, assess, and manage cases of strangulation or suspected strangulation, especially for incidents involving intimate partner violence. The lesson plan promotes knowledge of how to implement a coordinated response between law enforcement officers and emergency medical personnel to recognize the physical and behavioral signs of strangulation, and to understand the medical and legal implications, as well as to provide appropriate care and referrals for victim support services. The guide provides instructors with a detailed listing and discussion of the course learning objectives, method of presentation, instructor equipment and materials, and participant materials. The course outline, provided in the document, includes an introduction to IPVRS studies, strangulation basics and information on identifying signs and symptoms, strangulation response resolutions and ordinances, how to implement a protocol, an assessment of police and other first responder responses, strangulation documentation, case study activities, and the final participant evaluation.
