This document presents a compendium of "pamphlet" numbers one through five and six through nine published by the National Institute of Law Enforcement and Criminal Justice (NILECJ) from November 1968 through February 1969.
Pamphlet No. 1 presents the history, charter, organization, and philosophy of NILECJ, which was created under the Omnibus Crime Control and Safe Streets Act of 1968 and activated on October 21, 1968. NILECJ was established within the Justice Department for the purpose of encouraging "research and development to improve and strengthen law enforcement." Pamphlet No. 2, "Comments on Statistics on Law Enforcement & Criminal Justice" by Richard Blum, which was published November 5, 1968, reviews and comments on various documents pertaining to the need for improved statistics on criminal justice. Pamphlet No. 3, "Omnibus Crime Control and Safe Streets Act of 1968," published November 8, 1968, provides an overview of the law's provisions. Pamphlet No. 4, "T - Thoughts," by Ralph G.W. Siu, published on November 15, 1968, presents stylized advice on managing various aspects of project and organizational operations. Pamphlet No. 5, "Systems Analysis and Zen," by Ralph G. H. Siu, published on November 20, 1968, examines areas for improvement in systems analysis, using concepts from Zen. Pamphlet No. 7, "Research Portfolio" by Richard R. Blum, published December 20, 1968, discusses possible research objectives for NILECJ based on the report of the President's Crime Commission, which addressed issues related to crime prevention and control, as well as the administration of justice. Pamphlet No. 8, "A Line Manager Looks at Personnel Management," by Ralph G. H. Siu, published January 31, 1969, critiques current practices in personnel management and offers recommendations for improvement. Pamphlet No. 9, "Role of Technology in Creating the Environment Fifty Years Hence," by Ralph G. H. Siu, published February 7, 1969, argues that technology is a key element in the opportunity to shape our environment in the next 50 years.
