The purpose of National Crime Victims' Rights Week is to promote victim rights and services. The 2018 theme is "Expand the Circle: Reach All Victims."
High-risk youth, specifically those who are runaways, in foster care or some other community supervision, are especially vulnerable because they lack a strong supportive network, run away to unfamiliar environments, and may easily be manipulated.
Additionally, those who experience violence and trauma tend to normalize the behavior. This makes them susceptible to the lifestyle of trafficking.
To emphasize the OVC 2018 NCVRW Theme of "Expand the Circle: Reach All Victims," the United States Attorney's Office for the Southern District of Ohio Victim Witness Program along with other Department of Justice enforcement component Victim Witness Programs are organizing a free 4 hour training for high risk youth who reside in Columbus, Dayton, and Cincinnati, Ohio.
Intensifying education and outreach in the district for the targeted ages during a precarious period will lead to fewer victims.
