REPORT ON A SEMINAR BY THE CENTER FOR THE STUDY OF WELFARE POLICY AND THE CENTER FOR STUDIES IN CRIMINAL JUSTICE ON YOUTH SERVICES BUREAUS.
Abstract
DISCUSSION OF THE FORM YOUTH SERVICE BUREAUS HAVE TAKEN AND TYPES OF DIFFICULTIES ENCOUNTERED. OF PARTICULAR CONCERN WAS THE ROLE OF YOUTH SERVICES BUREAUS WITHIN THE EXISTING JUDICIAL-CHILD WELFARE SYSTEM AND THEIR RELATIONSHIP TO IT. THE OVERALL INPRESSION WAS THAT BUREAUS HAVE GROWN RATHER HAPHAZARDLY AND THAT THE FOCUS OF BUREAUS HAS BEEN ON FILLING GAPS IN EXISTING SERVICES. EXPRESSED WAS THE DANGER THAT THE CONCEPT WOULD BE ABUSED BY SERVING MERELY AS A DEVICE TO GET MORE MONEY.
