This manual offers law enforcement a guide in combating the problem of underage drinking and youth DWI through partnerships, enforcement, operation enhancers, and complimentary components.
Abstract
Through brainstorming sessions, law enforcement agency representatives from across the United States addressed the issues of underage DWI enforcement. The result of these sessions was a resource manual. The manual is a guide for law enforcement, acting as an effective aid in complimenting existing law enforcement efforts in combating underage drinking and driving or encouraging the implementation of youth alcohol enforcement. The manual is divided into five sections. In the first, an introduction offers background information on the problem of underage drinking and youth DWI enforcement. The second provides tips on how to get started, motivating and gaining cooperation, building momentum, and considerations and challenges. In the third, the critical element of enforcement operations is presented with emphasis on various stings, point-of-purchase operations, third party sales, saturation patrol, and party patrols. Fourth, enhancers are side-line activities supplementing existing operations such as parental notification, alcohol and drug hotlines, and teen courts. The fifth and final section offers information on additional components necessary for any comprehensive and effective program: education/prevention, legislation, and treatment.
