This was a preliminary report for the Seventh United Nations Congress on the Prevention of Crime and the Treatment of Offenders, which was to meet in Milan, Italy, from August 26 to September 6, 1985.
Abstract
It provides overviews on the activities of the United Nations Social Defense Research Institute and the Regional Institutes for the Prevention of Crime and the Treatment of Offenders; general comments on youth crime and research; causes and contributory factors in juvenile delinquency throughout the world; and strategies for prevention and control. A significant observation offered is that there is a correlation, though not a direct mechanical one, between a country¦s development and its crime rates. While development is generally associated with favorable trends, it also has potentially negative aspects, such as increased opportunity for crime. Development also influences how a society conceptualizes youth crime; usually, it means increasing tolerance toward deviant behavior and lifestyles. Suggestions for future research are given. 10 endnotes
