This 1999 Annual Report of New York State's Office of Children and Family Services' Division of Rehabilitative Services provides a comprehensive overview of the Rehabilitative Services system and promotes increased awareness of the services the Office provides.
Abstract
The Office of Children and Family Services (OCFS) is responsible for improving the integration of services for New York's children, youth, and other vulnerable populations; promoting their development; and protecting them from violence, neglect, abuse, and abandonment. The Office provides technical and fiscal support to and the supervision and oversight of local social services district, youth bureau, and direct-service providers. The Office invests over $3.5 billion annually to support program services that range from general youth development to child protective services and out-of-home placement. Further, the Office provides residential and aftercare services to youth adjudicated in either family or adult court. This report provides a statistical overview of all youth in the custody of the Division of Rehabilitative Services of the Office of Children and Family Services during 1999. It includes data on residential and nonresidential services, foster care, and OCFS-placed youth served in voluntary agencies. Data on 10-year trends are presented, along with county-specific data that reflects the differences in the characteristics of youth served among counties. Extensive tabular and graphic data
