This document contains reports presented at the Council of Europe's 10th Criminological Colloquium, which focused on issues related to crime policies directed at young adult offenders.
Abstract
The introductory chapter discusses characteristics of young adult offenders, focusing on developmental psychology, social changes, and recidivism among this population. Crime policy toward these offenders should encompass societal values, public opinion toward crime, rules of procedure safeguarding their fundamental rights, the use of detention on remand only as a last resort, and alternative sanctions including halfway houses, semi-open or open institutions, community service, and mediation or reconciliation. The specific topics addressed by the conference papers include the nature and evolution of the criminality of young adults, the social status of the young adult, current legislation regarding young adult offenders, and young adult offenders in the new European context. The final chapter presents the conclusions and recommendations of the Colloquium with regard to social strategies for crime prevention, sanctions, legislation, and public education. Chapter references
