This paper reports on the activities of the World Ministerial Conference on Organized Transnational Crime, 1994.
Abstract
The conference was attended by 142 developing and developed countries, in addition to intergovernmental and nongovernmental organizations. The many issues addressed by conference participants included: (1) international expansion of organized transnational crime; (2) closing loopholes in national legislation; (3) avenues for international cooperation; (4) towards an international convention against organized crime; (5) technical cooperation and advisory services; and (6) money laundering. The paper discusses the Naples Political Declaration and Global Action Plan Against Organized Transnational Crime, the need for and practical application of the plan, strengthening international cooperation, increasing reliable knowledge, assistance in legislation and regulation, and technical cooperation. The paper includes the text of the Naples Declaration and Plan and the United Nations General Assembly resolution approving the plan. Notes
