A study of Groningen in the Netherlands and Exeter in England indicates that workload and community pressure are the most common motivations for police to coordinate with members of other social service agencies.
These factors outweigh department policy, organization factors, and structural factors. In both communities, police initiate such coordination far more often than members of other social service agencies initiate coordination with the police. (Publisher abstract)
