1968 SURVEY OF WORK RELEASE PRACTICES AND PROCEDURES AT THE FEDERAL AND STATE LEVELS.
Abstract
GENERAL RESEARCH LITERATURE ON WORK RELEASE PROGRAMS IS REVIEWED, AS WELL AS LITERATURE ON SPECIFIC PROGRAMS IN WISCONSIN, NORTH CAROLINA, MINNESOTA, CALIFORNIA, AND THE FEDERAL BUREAU OF PRISONS. THE RESULTS OF TWO NATIONAL SURVEYS ON WORK RELEASE ARE REPORTED. A PRELIMINARY SURVEY OF ALL STATES AND THE DISTRICT OF COLUMBIA REVEALED THAT THIRTY-SEVEN OF THE FIFTY-ONE JURISDICTIONS HAVE WORK RELEASE AT SOME LEVEL. TWENTY-SEVEN JURISDICTIONS HAVE LEGAL AUTHORITY FOR PROGRAMS AT THE STATE LEVEL AND NINETEEN STATE AGENCIES HAVE IMPLEMENTED SUCH PROGRAMS. A FINAL SURVEY OF THOSE JURISDICTIONS WITH AUTHORIZATION FOR STATE PROGRAMS AND OF THE FEDERAL BUREAU OF PRISONS INDICATED GOOD CONSENSUS OVER PROGRAM OBJECTIVES, BUT WIDE DIVERGENCY IN POLICIES AND PRACTICES. SURVEY RESULTS ARE REPORTED FOR THE FOLLOWING AREAS - PURPOSES FOR WHICH WORK RELEASE MAY BE GRANTED, ELIGIBILITY REQUIREMENTS, RESPONSIBILITY FOR SUPERVISION, AUTHORITY TO GRANT RELEASE, DISBURSEMENT OF EARNINGS, DURATION OF RELEASE, EMPLOYMENT AND EMPLOYERS, PROGRAM ADMINISTRATION, AND STAFF. AREAS OF CONSENSUS AND DISAGREEMENT ARE HIGHLIGHTED IN THE HOPE THAT AGENCIES CONTEMPLATING WORK RELEASE MAY BENEFIT FROM EXPERIENCE.
