PRESCRIPTIONS FOR THE MORE EFFECTIVE UTILIZATION OF WOMEN IN EVERY BRANCH OF THE CRIMINAL JUSTICE SYSTEM ARE PRESENTED BY THE BOARD OF DIRECTORS OF THE NATIONAL COUNCIL ON CRIME AND DELINQUENCY (NCCD).
Abstract
IT IS SUGGESTED THAT CRIMINAL JUSTICE AGENCIES EXAMINE THEIR CURRENT POLICES AND PRACTICES ON RECRUITMENT, SELECTION, UTILIZATION, TRAINING, AND COMPENSATION OF WOMEN; ASSESS HOW THESE POLICIES AND PRACTICES AFFECT WOMEN DIFFERENTLY FROM MEN; AND PROMPTLY IMPLEMENT PROCEDURES AND TRAINING PROGRAMS DESIGNED TO REMOVE ALL RESTRICTIONS TO EQUAL OPPORTUNITY FOR WOMEN. STAFF DEVELOPMENT DESIGNED TO MOVE WOMEN INTO MANAGERIAL POSITIONS ARE ALSO RECOMMENDED, AND SPECIAL EFFORTS MAY BE NECESSARY WITH REGARD TO WOMEN IN RACIAL MINORITIES. MOREOVER, LEAA SHOULD REQUIRE FUNDING RECIPIENTS TO COMPLY WITH FEDERAL STATUTES AND GUIDELINES UPHOLDING EQUAL OPPORTUNITY FOR WOMEN. LEAA SHOULD ALSO FINANCE THE DEVELOPMENT OF TECHNICAL ASSISTANCE PROGRAMS ON THE USE OF WOMEN IN CRIMINAL JUSTICE PROFESSIONS. EDUCATIONAL INSTITUTIONS SHOULD ORGANIZE, IMPROVE, AND EXPAND CURRICULA AND COUNSELING SERVICES TO PREPARE WOMEN FOR ENTRY INTO CRIMINAL JUSTICE PROFESSIONS. IN KEEPING WITH THE NCCD POSITION ON EQUAL EMPLOYMENT OPPORTUNITY FOR WOMEN, AN NCCD STAFF PERSON WILL BE ASSIGNED TO PROMOTING ACTIONS AIMED AT THE REALIZATION OF THE RIGHTS OF WOMEN AND UTILIZATION OF THEIR FULL ABILITIES. FURTHER, NCCD WILL, WHEREVER POSSIBLE, IMPLEMENT ITS POINT OF VIEW IN TRAINING SEMINARS, PUBLIC EDUCATION PROGRAMS, EMPLOYMENT POLICIES, AND SURVEY AND PLANNING STUDIES. NCCD WILL ALSO COOPERATE WITH OTHER ORGANIZATIONS WITH THE GOAL OF EQUALITY OF WOMEN IN CRIMINAL JUSTICE. (JAP)
