This study examined Federal and State witness/victim protection programs to determine whether Hawaii needs such a program.
Abstract
It focused on witness protection programs in Arizona, Illinois, and North Carolina, looking at relevant State statutes and procedures. Hawaii needs a statute that would eliminate Federal funding for State witnesses placed in the U.S. Marshals' Witness Security Program and State-sponsored funds for State and county witness security and protection. Reference notes and appended Federal and State witness protection statutes are included.
