THIS PLANNING MANUAL PROVIDES BASIC INFORMATION AND GUIDANCE NEEDED BY LOCAL GOVERNMENTS AND AGENCIES IN WISCONSIN TO IMPLEMENT THE 911 EMERGENCY TELEPHONE SYSTEMS.
Abstract
THE MANUAL IS DIVIDED INTO THREE COLOR-CODED SECTIONS. THE WHITE PAGES PROVIDE A GENERAL INTRODUCTION TO 911 AND AN OUTLINE OF THE 911 PLANNING SEQUENCE. THE YELLOW PAGES DESCRIBE THE WORK INVOLVED IN 911 SYSTEM DEVELOPMENT. THE BLUE PAGES ADD REFERENCE DETAILS TO BE CONSIDERED IN ALL PHASES OF 911 SYSTEM DEVELOPMENT. THE PLANNING STEPS INCLUDE (1) FORMING LOCAL 911 COMMITTEES; (2) EVALUATING THE LOCAL JURISDICTIONAL, PUBLIC SAFETY, AND TELEPHONE SYSTEMS; (3) STUDYING 911 CALL-HANDLING TECHNIQUES AND OPERATING AND TECHNICAL STANDARDS AND MATCHING THEM TO LOCAL NEEDS FOR 911 SYSTEMS; AND (4) DETERMINING SEVERAL POTENTIAL SYSTEMS TO MEET THE LOCAL AREA'S NEEDS. ADDITIONAL STEPS ARE (5) DEVELOPING A FORM FOR MANAGING THE 911 SYSTEM; (6) SELECTING THE SYSTEM THAT BEST MATCHES THE LOCAL REQUIREMENTS; (7) PREPARING A PRELIMINARY 911 PLAN AND SUBMITTING IT TO THE EMERGENCY NUMBERS SYSTEM (ENS) BOARD AND THE TELEPHONE UTILITIES; AND (8) CONTINUING ACTIVITY UNTIL THE SYSTEMS HAVE BEEN IMPLEMENTED. THE MANUAL WAS PREPARED BY THE ENS BOARD OF THE WISCONSIN DEPARTMENT OF ADMINISTRATION. A LIST OF ENS BOARD MEMBERS IS PROVIDED. APPENDIXES PRESENT LEGISLATION MANDATING THE SYSTEM, AN IMPLEMENTATION SCHEDULE, MAJOR PLANNING ELEMENT, BENEFITS OF 911 SYSTEMS, AND A LOCAL RESOLUTION AND AGREEMENT REGARDING ESTABLISHMENT OF THE SYSTEM.
