THIS REPORT DESCRIBES SIGNIFICANT EVALUATION FINDINGS, ACHIEVEMENTS, OBSERVATIONS, AND RECOMMENDATIONS FOR EACH OF THE NINETEEN PROJECTS ASSESSED.
Abstract
THE EVALUATION ACTIVITIES CONSISTED OF ON-SITE VISITS, A REVIEW OF FORMS USED BY EACH PROJECT, INTERVIEWS WITH PROJECT STAFF, INTERVIEWS WITH CLIENTS, SAMPLING OF CLIENT OPINIONS ON THE SERVICES THROUGH THE USE OF QUESTIONNAIRES, AND ASSESSMENT OF THE REPUTATION OF THE PROJECTS THROUGH INTERVIEWS OR QUESTIONNAIRES. PROGRAMS OFFERING SUCH DIVERSE SERVICES AS VOCATIONAL TRAINING AND PLACEMENT, FINANCIAL AND DEBT COUNSELING, RESIDENTIAL SERVICES, COUNSELING SERVICES WITHIN INSTITUTIONS, TRAINING PROGRAMS WITHIN INSTITUTIONS, COUNSELING SERVICES AND TRAINING PROGRAMS IN THE COMMUNITY AND OUTSIDE OF INSTITUTIONS, AND HALFWAY HOUSE PROGRAMS WERE ASSESSED. FOR EACH PROGRAM, THE PROJECT ACTIVITIES, PROJECT RESULTS, OBJECTIVES, DATA FROM CLIENT QUESTIONNAIRES, CONCLUSIONS, AND RECOMMENDATIONS ARE DISCUSSED. IN GENERAL, THE EVALUATORS RECOMMENDED THAT BUILT IN EVALUATIONS BE REQUIRED FOR NEW PROJECTS, THAT MEASURABLE OBJECTIVES BE DEVELOPED FOR EACH PROGRAM, THAT GUIDELINES BE ESTABLISHED FOR THE COMMUNITY CORRECTIONS BOARD OF ADVISORS AND BOARD OF DIRECTORS, AND THAT MORE EMPHASIS BE GIVEN TO DIVERSION OR ALTERNATIVE PROGRAMS.
