STANDARDS AND GOALS ARE NOTED FOR THE CRIMINAL JUSTICE SYSTEM IN WISCONSIN THAT COVER POLICING, COURTS, CORRECTIONS (INSTITUTIONS AND OFFENDERS), RESOURCE ALLOCATION, PRIVACY, AND VICTIM-WITNESS SERVICES.
Abstract
THE WISCONSIN COUNCIL ON CRIMINAL JUSTICE INITIATED A 2-YEAR STUDY OF THE STATE'S CRIMINAL JUSTICE SYSTEM IN 1975. THIS STUDY WAS DESIGNED TO SERVE AS A BASE FOR THE DEVELOPMENT OF LONG-RANGE GOALS AND IMPLEMENTATION STANDARDS FOR IMPROVING THE QUALITY OF JUSTICE. A COMMITTEE FORMED BY THE COUNCIL EXAMINED WISCONSIN'S COMPLEX NETWORK OF LAW ENFORCEMENT AGENCIES, COURTS, CORRECTIONAL PROGRAMS, AND RELATED SOCIAL SERVICE AGENCIES AND MADE AN EFFORT TO DEVELOP RECOMMENDATIONS THAT WOULD HELP REDUCE ADVERSE EFFECTS OF CRIME, ESTABLISH MORE EQUITABLE LAW, AND PROVIDE MORE EFFICIENT JUSTICE. PRIORITY AREAS OF CONCERN IDENTIFIED BY THE COMMITTEE, IN ORDER OF IMPORTANCE, AS VICTIM-WITNESS SERVICES, SENTENCING, JAILS, COMMUNITY-FOCUSED SERVICE DELIVERY, INCARCERATION AND RELEASES, SPEEDY TRIAL, COURT ORGANIZATION AND ADMINISTRATION, POLICY DEVELOPMENT IN POLICE AGENCIES, DELIVERY OF SERVICES TO INDIGENT PERSONS, POLICE TRAINING, DIVERSION, AND POLICE PERSONNEL. ADDITIONAL AREAS OF CONCERN WERE COMMUNITY ACCEPTANCE OF EX-OFFENDERS, EFFECTIVE ALLOCATION OF CRIMINAL JUSTICE, RESOURCES, AFFIRMATIVE ACTION, INSTITUTIONAL PROGRAMS AND PERSONNEL, CORRECTIONS ORGANIZATION AND ADMINISTRATION, GUN CONTROL, POLICE FUNCTIONS, PROTECTION AND PRIVACY, CRIMINAL JUSTICE INFORMATION SYSTEMS, PLEA NEGOTIATIONS, RIGHTS OF INCARCERATED OFFENDERS, ORGANIZATION OF AND SUPPORT FOR POLICE AGENCIES, JURIES, CONTROL OF NONINSTITUTIONALIZED OFFENDERS, PLEA ACCEPTANCE, PRETRIAL RELEASE, AND CITATIONS AND SUMMONS. STANDARDS AND GOALS ARE STIPULATED ACCORDING TO THESE AREAS OF CONCERN. APPENDIXES CONTAIN ADDITIONAL INFORMATION ON SENTENCING AND ON SURVEYS CONDUCTED IN THE COURSE OF THE 2-YEAR STUDY OF WISCONSIN'S CRIMINAL JUSTICE SYSTEM. A BIBLIOGRAPHY IS PROVIDED. (DEP)
