DATA REFLECTING SELECTED CHARACTERISTICS OF INMATES PARTICIPATING IN WORK RELEASE AND STUDY RELEASE PROGRAMS IN WISCONSIN DURING 1973 AND 1974 ARE PRESENTED IN TABULAR FORM.
Abstract
DATA WERE COLLECTED AND ANALYZED BY THE BUREAU OF PROGRAM RESOURCES AND THE OFFICE OF SYSTEMS AND EVALUATION. IN 1973 600 PERSONS OARTICIPATED IN WORK RELEASE OR STUDY RELEASE PROGRAMS. IN 1974 THE NUMBER OF PARTICIPANTS ROSE TO 641. SUCCESSFUL TERMINATIONS OF SUCH PROGRAMS REACHED 60.3 PERCENT IN 1973 BUT DECREASED TO 54.9 PERCENT IN 1974. FAILURE TO COMPLETE THE PROGRAMS WAS ATTRIBUTABLE TO RULE VIOLATIONS, ESCAPE, COMMISSION OF A NEW OFFENSE, OR EMPLOYER OR SCHOOL PROGRAM TERMINATION SUCH AS MEDICAL, LAYOFF, INMATE REQUEST, AND INSTITUTION REQUEST TOTALED 20.2 PERCENT IN 1973 AND 24.9 PERCENT IN 1974. THE MAJORITY OF INMATES PLACED IN SUCH PROGRAMS WERE BETWEEN THE AGES OF 21 AND 24 YEARS IN 1973 AND 1974. ALMOST 50 PERCENT OF ALL INMATE PARTICIPANTS WERE SINGLE. FEMALE PROGRAM PARTICIPANTS NUMBERED 23 IN 1973 AND 27 IN 1974. PROPERTY OFFENSES WERE THE MOST FREQUENTLY COMMITTED OFFENSE FOR ALL PARTICIPATING INMATES; IN OVER 50 PERCENT OF THE CASES, THE CHARGE WAS BURGLARY. THE MAJORITY OF PARTICIPANTS HAD RECEIVED SENTENCES RANGING FROM 3 TO 9 YEARS, ALTHOUGH MOST ACTUALLY SERVED LESS THAN 23 MONTHS. ADDITIONAL TABLES PRESENT INFORMATION REGARDING INMATES' HISTORIES OF DISRUPTIVE ALCOHOL USE, EDUCATIONAL LEVELS, AND WAGES. TABULAR DATA CONSTITUTE THE BULK OF THE REPORT. (LWM)
