STATISTICS ON SIZE OF OFFENDER POPULATIONS AND NUMBER OF INDIVIDUALS RECEIVING INSTITUTIONAL, PROBATION, AND PAROLE SERVICES.
Abstract
THIS ANNUAL BULLETIN SUMMARIZES THE CALENDAR YEAR SIZE AND MOVEMENT OF VARIOUS OFFENDER POPULATIONS UNDER THE SUPERVISION OF THE WISCONSIN DIVISION OF CORRECTIONS. INCLUDED ARE FIVE-YEAR TRENDS FOR PRIMARY OFFENDER GROUPS. THIS BULLETIN IS THE COMPANION PUBLICATION TO THE ANNUAL BULLETIN WHICH REPORTS THE SAME INFORMATION ON A FISCAL YEAR BASIS. ODDLY, THE DIVISION'S TOTAL POPULATION IN CARE AND UNDER SUPERVISION STARTED AND ENDED THE 1972 CALENDAR YEAR WITH THE SAME ONE-DAY COUNTS OF 14,038. TO BE NOTED IN THE REPORT IS THE CONTINUED UPWARD TREND IN THE FIELD POPULATION, WHILE A SHARP DECLINE MAY BE OBSERVED IN THE INSTITUTION POPULATION FOR CALENDAR YEAR 1972. THIS DECLINE IN INSTITUTION POPULATION FOLLOWED A THREE-YEAR RISING TREND AND ONE YEAR OF NEGLIGIBLE CHANGE. EXAMINATION OF THE SERIES OF TABLES THAT FOLLOW SHOW THAT MOST OF THE GAIN IN FIELD POPULATION HAS BEEN DUE TO THE GROWTH OF THE ADULT MALE PROBATION PROGRAM. OVER THE SAME FIVE-YEAR PERIOD A SIZEABLE DROP IN THE ADULT MALE INSTITUTION POPULATIONS ACCOUNTS FOR MOST OF THE DECLINE IN TOTAL INSTITUTION POPULATION. (AUTHOR ABSTRACT)
