EVALUATION OF A DEMONSTRATION PROJECT TO IDENTIFY AND TEST THE FEASIBILITY OF MUTUAL AGREEMENT PROGRAMMING (MAP) AS A SYSTEMWIDE CORRECTIONAL PROGRAM.
Abstract
THE PROJECT WAS UNDERTAKEN TO DECREASE BOTH THE AVERAGE LENGTH OF STAY IN WISCONSIN CORRECTIONAL INSTITUTIONS AND INCIDENTS OF RETURN AND TO IMPROVE THE AVAILABILITY AND USE OF REHABILITATION PROGRAMS. ANALYSIS OF STAFFING PATTERNS, MANAGEMENT STRUCTURE, COORDINATION AND COMMUNICATION PROCEDURES AND MECHANISMS, THE CONTENTS OF MAP CONTRACTS IN TERMS OF PROGRAMMATIC CONTENT, AND INMATE AND STAFF ATTITUDES WAS PERFORMED. THE EVALUATION METHODOLOGY INCLUDED PROCESS OBSERVATION, REVIEW OF DOCUMENTS AND RECORDS, AND INTERVIEWS WITH STAFF AND RESIDENTS AS WELL AS DEVELOPMENT, IMPLEMENTATION, AND ANALYSIS OF A MAP QUESTIONNAIRE TO SURVEY ATTITUDES AND AWARENESS. RECOMMENDATIONS ARE MADE FOR IMPROVING AND EXPANDING UPON THE PROGRAM. COPIES OF QUESTIONNAIRES USED AND RESPONSES ARE CONTAINED IN APPENDIXES.
