FOLLOWING AN OVERVIEW OF THE ORGANIZATION OF WISCONSIN'S CRIMINAL JUSTICE SYSTEM, THIS REPORT SUMMARIZES FUNDING WHICH WILL BE AVAILABLE IN 1976 FOR 23 CRIMINAL JUSTICE PROGRAMS. MOST WILL GO TO PROJECTS CONTINUED FROM 1975.
Abstract
THE PROGRAMS ARE IN THE AREAS OF LAW ENFORCEMENT; COURTS, PROSECUTION, AND DEFENSE; CORRECTIONS AND REHABILITATION SERVICES; ALCOHOL AND DRUG ABUSE PROGRAMS; JUVENILE JUSTICE, INCLUDING DELINQUENCY PREVENTION; AND PLANNING AND EVALUATION. A CHART SUMMARIZES THE AMOUNTS AVAILABLE IN EACH PROGRAM AREA FROM BOTH STATE AND LOCAL SOURCES. IN GENERAL, A TOTAL OF $2,955,000 IN STATE FUNDS AND $6,708,000 IN LOCAL FUNDS WILL BE DISTRIBUTED FOR A TOTAL OF $9,663,000 FOR CRIMINAL JUSTICE IMPROVEMENT. TRAINING, NEW EQUIPMENT, CRIMINAL JUSTICE AND MANAGEMENT INFORMATION SYSTEMS, JUDICIAL AND PROSECUTORIAL ADMINISTRATION AND SUPPORT PROGRAMS, CONTINUING LEGAL EDUCATION, PUBLIC DEFENSE SERVICES, PRETRIAL DIVERSION PROGRAMS, COMMUNITY AND SUPPORT SERVICES TO OFFENDERS IN LOCAL JAILS AND CORRECTIONAL INSTITUTIONS, AND ALTERNATIVES TO INCARCERATION ARE AMONG PROGRAMS TO BE FUNDED. DRUG TREATMENT, ALCOHOLISM TREATMENT, AND ENFORCEMENT AGAINST DANGEROUS DRUG TRAFFICKING ARE TARGETED AREAS, AS ARE ALTERNATIVES TO ARREST FOR THE HANDLING OF ADDICTED PERSONS. MOST OF THE JUVENILE JUSTICE FUNDS ARE EARMARKED TO DEVELOP ALTERNATIVES TO DETENTION AND INSTITUTIONALIZATION. DELINQUENCY PREVENTION AND TRAINING SEMINARS WILL ALSO BE FUNDED. THE MAJOR NEW PROGRAM OF THE 1976 PLAN IS THE IMPLEMENTATION OF THE FINDINGS OF THE 45-MEMBER SPECIAL COMMITTEE ON CRIMINAL JUSTICE STANDARDS AND GOALS INVESTIGATING JUVENILE JUSTICE STANDARDS AND GOALS. UNDER EACH PROGRAM AREA THERE IS A SUMMARY OF NUMBER OF PROJECTS ANTICIPATED AND ELIGIBILITY CRITERIA FOR THOSE SEEKING FUNDING. (GLR)
