This sixth in a series of annual evaluations of the Texas Windham School District (WSD) for offenders housed in Texas correctional facilities addresses the type of training services provided, the type of employment obtained upon release, whether employment is related to training received, the difference between earnings on the initial date of employment and on the first anniversary of that date, and employment retention factors.
Abstract
WSD provides vocational training in some 30 trades in its Career and Technical Education (CTE) program. Post-secondary vocational training is provided in 23 trades under the college vocational program. CTE completers were 1.1 times more likely to be employed within 1 year of release (54.3 percent) than vocational non-completers (48.1 percent); and they were 1.2 times more likely to be employed within 1 year than the non-vocational offenders (46.5 percent). The college vocational completers were 1.2 times more likely to be employed within 1 year of release (59.6 percent) than the vocational non-completers (49 percent); they were 1.3 times more likely to be employed within 1 year than the non-vocational offenders (46.5 percent). Compared to the January 2011 evaluation, employment rates increased among all CTE and college vocational completers. Of the CTE completers employed within 1 year of release, approximately 74.4 percent were employed in occupations related to their training. Of the college vocational completers employed within 1 year of release, approximately 71.9 percent were employed in occupations related to their training. Of the CTE completers, approximately 49 percent employed 1 year after their initial employment. The percentage was 57.1 percent for college vocational completers. Data for the various WSD groups are also compared with reference to annual earnings and increases, as well as employment retention related to age and educational levels as well as WSD participation. 13 figures and appended full report of the evaluation of CTE training services
