This fifth in a series of evaluation reports on the Texas Windham School District (WSD) for offenders housed in the facilities of the Texas corrections system addresses the type of training services provided, the type of employment obtained upon release, whether employment is related to training received, the difference between earnings on the initial date of employment and on the first anniversary of the date, and employment retention factors.
Abstract
WSD provides secondary-level vocational training in various trades under the Career and Technical Education (CTE) program. WSD also provides post-secondary academic and vocational training through contracts with 2-year colleges under the college vocational program. CTE program completers were 1.2 times more likely to be employed within 1 year of release (51.2 percent) than the vocational non-completers (43.2 percent), and they were 1.3 times more likely to be employed within 1 year than the non-vocational offenders (39.8 percent). The college vocational completers were 1.6 times more likely to be employed within 1 year of release (55.7 percent) than the vocational non-completers (34.1 percent), and they were 1.4 times more likely to be employed within 1 year than the non-vocational offenders. Within both the CTE and college vocational completers, those who received intensive treatment had higher rates of employment within 1 year of release compared to CTE completers. Of employed CTE completers, approximately 78.4 percent were employed in occupations related to their training. Generally, CTE completers were more often employed in occupations related to their training compared to college vocational completers. Of employed CTE completers, approximately 49.6 percent employed within 1 year of their release were employed on the first anniversary of their initial employment. Generally, college vocational participants, regardless of training completion, were more often employed on the first anniversary of their initial employment compared to CTE participants. 14 figures and appended full report of the evaluation of CTE
