The issue of implementing private sector management practices in a large law enforcement agency by the year 2004 is examined.
Abstract
The feasibility of integrated selected private management practices into a large law enforcement agency to improve service delivery is discussed. Private sector management practices that may offer significant benefits to police agencies are identified, including consolidating existing units, flattening organizations, developing performance-based compensation systems, and applying technology. Benefits of private sector management practices in police agencies are noted, such as improved cooperation, communication, and coordination and better information for management decisionmaking. A model strategic plan is presented that recommends the creation of a composite organization with sworn, nonsworn, and privately contracted personnel. A transition plan is also outlined that incorporates an appropriate management structure and implementation technologies for organizational change. Study conclusions involve modifying organizational structures, applying technology, and creating interactive communications systems. Supplemental information on the futures study is appended.
