THIS REPORT, DATED MAY 26, 1972, DETAILS THE RESULTS OF A MANPOWER STUDY IN THE AREAS OF PATROL, INVESTIGATIONS, AND COMMUNICATIONS FOR THE CITY OF WICHITA FALLS, WHICH HAS A POPULATION OF 96,265 AND A POLICE STRENGTH OF 116.
Abstract
IN ORDER TO COMPLETE THIS MANPOWER STUDY, TWO APPROACHES WERE USED: 1) AN EVALUATION OF POLICIES AND TECHNIQUES WHICH CHARACTERIZE THE FUNCTIONAL UNIT WHICH PROVIDES THE SERVICES BEING REVIEWED, AND 2) ANALYSIS OF THE FUNCTIONAL UNIT'S WORK LOAD. AS A RESULT OF THESE ANALYSES, MANPOWER RECOMMENDATIONS WERE DEVELOPED FOR THE 1972-1973 BUDGET REQUESTS. AMONG OTHER THINGS, THE STUDY RECOMMENDED THE ADDITION OF ONE PATROLMAN FOR FIELD PATROL SERVICE, SEPARATE BUDGETING OF MANPOWER FOR SPECIAL ASSIGNMENTS, THE COMPLETION OF A FORMAL BEAT STUDY, THE PROVISION OF 15 INVESTIGATORS FOR THE CRIMINAL INVESTIGATIONS DIVISION, PROVISION OF 5 ADDITIONAL PERSONS FOR THE COMMUNICATIONS FUNCTION, AND INSTITUTION OF A MANAGEMENT CONTROL AND WORK MEASUREMENT SYSTEM FOR THE CRIMINAL INVESTIGATIONS DIVISION.
