Abstract
THE MANUAL WAS WRITTEN UNDER THE NATIONAL URBAN LEAGUE'S LAW ENFORCEMENT MINORITY MANPOWER PROJECT (LEMMP). THIS PROJECT, FUNDED UNDER A GRANT FROM LEAA, IS AN OUTGROWTH OF THE LEAGUE'S SUCCESSFUL 3-YEAR RECRUITING ACTIVITIES IN 10 CITIES. DURING THIS PERIOD, LEMMP RECRUITED, SCREENED, AND INTERVIEWED OVER 16,000 MINORITY CANDIDATES. FIVE THOUSAND OF THESE WERE PLACED IN LAW ENFORCEMENT AGENCIES ACROSS THE COUNTRY. THE REPORT IS IN SIX SECTIONS BASED ON QUERIES PERTINENT TO SUCCESSFUL MINORITY RECRUITMENT: WHY RECRUIT MINORITY PERSONNEL? WHERE DO YOU START RECRUITING? HOW DO YOU GET YOUR MESSAGE ACROSS?
