This white paper documents the status and situation of Oregon's women offender population. The data was collected on the national level from the American Correctional Association, the National Institute of Corrections, and the National Institute of Justice; and at the State level from the Oregon Department of Corrections and local programs.
Abstract
General principles for a successful intervention program for women offenders would incorporate a holistic approach, while focusing on women-specific issues, substance abuse treatment, and parenting skills. Other significant considerations for female offenders include housing, day care, nursery, education, employment, and health care. This report describes several programs in Oregon which deliver appropriate, effective services to women offenders and their families; in addition, Department of Corrections staff have visited institutions in New York and Minnesota which serve as examples of successful institutional models for females. Oregon's human investment strategy in this area has several steps: to conduct a thorough needs assessment of the population and long-term outcome studies of model programs, to involve communities in addressing the needs of female inmates, to develop standards for programs and services, and to develop improved coordination among private and public women's services providers. 3 figures and 37 references
