Terrorism must be subjected to the rule of law, which may include reinstating the death penalty, outlawing terrorists in the same way as pirates, and penalizing countries that support terrrorism.
Abstract
Terrorism is imitative both psychologically and physically. A terrorist success involves more than propaganda. It demonstrates that terrorism has political, as well as psychological and physical, effects. The key to countering terrorism is not elimination, an unrealistic objective, but control through swift and effective retribution in accordance with international law. Effective retribution requires that all civilized countries cooperate to subvert and punish terrorists and adopt appropriate sanctions against countries that support terrorists. If only a few countries act decisively against terrorists, terrorists will only intensify their activity against those countries, but a uniform international response to terrorism would outweigh terrorism's capacity to expand its operations. 29 footnotes.
