INITIAL FIGURES SEEMED TO INDICATE THAT AN ALARMING INCREASE IN FATAL CRASHES WAS ATTRIBUTABLE TO THE LOWERED DRINKING AGE, BUT WITH FURTHER ANALYSIS, THIS CAUSAL RELATIONSHIP WAS NOT SUPPORTED.
Abstract
OTHER FACTORS, SUCH AS NORMAL YEAR-TO-YEAR FLUCTUATIONS AND THE INCREASE IN THE NUMBER OF LICENSED YOUTH DRIVERS WERE FOUND TO BE RESPONSIBLE FOR THE INCREASE OF FATAL CRASHES.
