THIS REPORT PRESENTS THE RESULTS OF A COMPREHENSIVE MANAGEMENT STUDY OF THE WEST VIRGINIA DEPARTMENT OF PUBLIC SAFETY, INCLUDING OBSERVATIONS AND RECOMMENDATIONS ON ITS ORGANIZATION, OPERATIONS, FUNCTIONS, AND POLICIES.
Abstract
BACKGROUND INFORMATION REGARDING THE WEST VIRGINIA DEPARTMENT OF PUBLIC SAFETY (STATE POLICE) IS FIRST PRESENTED, INCLUDING DATA ON THE DEPARTMENT'S HISTORY, MISSION, RESOURCE SUPPORT, ORGANIZATION AND STAFFING, OPERATIONS, PERSONNEL MANAGEMENT, FACILITIES, EQUIPMENT, AND ADMINISTRATIVE SERVICES. OBSERVATIONS ON THE PROBLEMS AND OPPORTUNITIES FOR IMPROVEMENT IN THE DEPARTMENT'S GOVERNANCE, ORGANIZATION, MANAGEMENT, RESOURCES, STRATEGIES, PERSONNEL RELATIONS, AND PHILOSOPHY ARE THEN OUTLINED. IT WAS NOTED THAT THE DEPARTMENT HAS NOT KEPT PACE WITH THE SOCIAL AND ECONOMIC DEVELOPMENTS OF THE TWENTIETH CENTURY; HENCE, IT IS SEVERELY LIMITED BY OBSOLETE CONCEPTS OF ORGANIZATION, MANAGEMENT, AND OPERATIONS.
