THIS REPORT PRESENTS AN OVERVIEW OF THE FINDINGS, CONCLUSIONS, AND RECOMMENDATIONS STEMMING FROM A COMPREHENSIVE MANAGEMENT ANALYSIS OF THE WEST VIRGINIA DEPARTMENT OF PUBLIC SAFETY.
Abstract
HIGHLIGHTS OF THE MAJOR OBSERVATIONS MADE DURING THE STUDY ARE FIRST PROVIDED. AN OVERVIEW OF THE DEPARTMENT OF PUBLIC SAFETY IS PRESENTED. THIS IS FOLLOWED BY FINDINGS AND CONCLUSIONS ON ITS ORGANIZATION AND STAFFING; MANAGEMENT PHILOSOPHIES AND PRIORITIES, ENFORCEMENT STRATEGY AND OPERATIONAL TECHNIQUES, AND PERSONNEL MANAGEMENT. IT IS NOTED THAT THE DEPARTMENT IS SEVERELY HAMPERED BY OBSOLETE CONCEPTS OF ORGANIZATION, MANAGEMENT AND OPERATIONS. THE REPORT CITES AN OUTMODED CONCEPT OF PERSONNEL MANAGEMENT AND LABOR RELATIONS AS THE MOST SERIOUS DEFICIENCY OF THE DEPARTMENT. THE MAJOR STUDY RECOMMENDATIONS RELATED TO STATE POLICE ORGANIZATION AND STAFFING, ENFORCEMENT STRATEGY AND OPERATIONAL TECHNIQUES, AND PERSONNEL MANAGEMENT ARE THEN SUMMARIZED.
