This document showcases successful Weed and Seed operations across the nation.
Abstract
The articles also illustrate different approaches to similar problems and focus on the importance of basic planning and implementation methods. The Weed and Seed is not a program but a comprehensive strategy. There is a particular emphasis on a variety of processes and procedures that have resulted in outstanding performance. The lessons to be drawn can help other Weed and Seed sites as they address similar situations whether they are in large urban areas, small cities, or rural areas. One unifying factor is the evaluation process. An outside evaluation has been conducted in each of these sites. The evaluations have shown not only the strengths and weaknesses but also have examined the structure and organization of each site. Community prosecution has operated in Boston, MA, under the name of the Safe Neighborhood Initiative (SNI), including both community policing and community prosecution. SNI is guided by three principles that closely reflect the Weed and Seed philosophy: coordinated law enforcement; neighborhood revitalization; and prevention and treatment. An evaluation of this program noted that involving judges might become a problem in the future; and funding may become an issue. In Milwaukee, WI, the Safe and Sound program develops, supports, and facilitates collaborative approaches to measurably reduce violent crime by blending law enforcement, neighborhood organizing, and youth development. The evaluators were positive in their assessment of this program. The Seattle, WA, Weed and Seed Operation evaluation indicated a high level of involvement by community police and resulted in positive assessment. In Wilmington, DE, the Crime Index map helps city officials, community leaders, and the police develop better communication and understanding relative to planning and implementation of crime control strategies.
