Abstract
TRAINING AND RETAINING OF COMPETENT PERSONNEL IS CONSIDERED ESSENTIAL. PHYSICAL PLANT AND INSTITUTIONAL NEEDS MUST BE ANTICIPATED LONG IN ADVANCE OF THEIR AVAILABILITY SO THAT THE CHANGING ALLOCATION OF COMMUNITY FACILITIES AND RESOURCES CAN BE PLANNED.
