The article examines the nature and extent of crime in Virginia's middle and high schools and the responses to the problem to determine whether Virginia's schools are safe.
Abstract
Information came from surveys and interviews with school administrators, law enforcement personnel, and staff of juvenile court service units in 15 school divisions. Assaults on other students constituted half of the cases in which students were suspended or expelled from school. Drug and alcohol usage accounted for 20 percent of the suspensions. Other serious incidents included verbal abuse, vandalism, theft, possession of weapons, and other offenses. Virtually no physical assaults by students on teachers occurred in Virginia. Most principals said that neither students nor teachers feared being crime victims in school. Crime or serious incidents took place most often in places where supervision was minimal. The home was cited most often as the source of school problems. Other causes were felt to be the community environment and the large size of some schools. The schools, the courts, and the police are trying to establish and maintain good relations in only a few localities. School administrators emphasize the need for informed, supportive, and involved parents and community. School principals should establish structures for communicating regularly with juvenile courts and police. Probation counselors should consider the use of in-school suspension and in other measures their case disposition recommendations. Principals should develop and carry out public relations plans for their areas. Additional recommendations are included.
