INFORMATION REGARDING FELONS PAROLED AND DISCHARGED FROM THE VIRGINIA CORRECTIONAL SYSTEM DURING THE FISCAL YEAR ENDING JUNE 30, 1978, AS COMPILED BY THE DEPARTMENT OF CORRECTIONS IS PRESENTED IN AN ANNUAL STATISTICAL REPORT.
Abstract
A TOTAL OF 824 FELONS WERE DISCHARGED DURING THE FISCAL YEAR WHICH ENDED JUNE 30, 1978. OF THESE, 89.1 PERCENT WERE FIRST RELEASES, WHILE 10.9 PERCENT WERE DISCHARGED AFTER HAVING BEEN RETURNED AS PAROLE VIOLATORS. FIRST RELEASES SERVED AN AVERAGE OF 23 MONTHS; VIOLATORS SERVED AN AVERAGE OF 50 MONTHS. MEDIAN TIME SERVED FOR FIRST RELEASES WAS 18 MONTHS; AVERAGE TIME SERVICED FOR ALL DISCHARGES WAS 26 MONTHS. NINETY-TWO PERCENT SERVED LESS THAN FIVE YEARS, WHILE THE LONGEST TIME SERVED WAS SIXTEEN YEARS, SIX MONTHS. MORE THAN HALF OF THE DISCHARGED FELONS HAD COMMITTED CRIMES AGAINST PROPERTY AND 24 PERCENT COMMITTED OFFENSES AGAINST PERSONS. FELONS PAROLED DURING THE YEAR NUMBERED 1,584; 97.2 PERCENT WERE FIRST RELEASES, WHEREAS 2.8 PERCENT WERE PAROLED AFTER HAVING BEEN RETURNED AS PAROLE VIOLATORS. AMONG THE PAROLEES, 43.6 PERCENT COMMITTED OFFENSES AGAINST PROPERTY, AND 39.6 PERCENT COMMITTED OFFENSES AGAINST PERSONS. TWELVE FELONS WERE PAROLED WHO HAD LIFE SENTENCES, 10.8 PERCENT HAD TERMS OF TWO YEARS OR LESS, AND 77.5 PERCENT HAD SENTENCES OF LESS THAN TEN YEARS. A TOTAL OF 2,408 FELONS WERE EITHER DISCHARGED OR PAROLED DURING THE FISCAL YEAR 1978. AMONG OTHER OUTGOING PRISONERS, SEVEN FELONS WERE PARDONED, ONE RELEASED BY THE PAROLE BOARD, THIRTY-EIGHT RELEASED BY COURT ORDER, AND FOURTEEN FELONS DIED.
