Abstract
DURING FISCAL 1976 THERE WERE 137,597 COMMITMENTS TO COUNTY AND CITY JAILS AND CITY JAIL FARMS, WHICH REPRESENTED A 7.7 PERCENT DECLINE FROM FISCAL 1975. OF THE TOTAL COMMITMENTS, 67 PERCENT WERE WHITE AND 33 PERCENT NONWHITE, REFLECTING THE SAME RACIAL BALANCE AS SHOWN IN 1975. THE AGE GROUP HAVING THE HIGHEST FREQUENCY RATE WAS AGAIN 20 TO 24 YEARS OF AGE, WHICH ACCOUNTED FOR 23.8 PERCENT OF THE COMMITMENTS. AN ANALYSIS OF THE OFFENSES SHOWED THAT FOR 1976 THOSE AGAINST DECENCY, PEACE AND GOOD ORDER WERE MOST FREQUENT, AT 33.1 PERCENT; OFFENSES AGAINST PROPERTY WERE SECOND AT 20.3 PERCENT, AND VIOLATIONS OF TRAFFIC AND VEHICLE LAWS THIRD WITH 25,717 COMMITMENTS. INCARCERATION DUE TO VIOLATION OF NARCOTIC DRUG LAWS NUMBERED 5,992 OR 4.4 PERCENT OF COMMITMENTS, REPRESENTING A 13.1 PERCENT DECREASE FROM FISCAL 1975. VIRGINIA COUNTIES ACCOUNTED FOR 55.4 PERCENT OF THE JAIL COMMITMENTS, AND CITIES 44.6 PERCENT. FAIRFAX COUNTY HAD THE LARGEST NUMBER OF COMMITMENTS BY COUNTIES. THE AVERAGE LENGTH OF STAY IN JAIL PER COMMITMENT DURING 1976 WAS 13.6 DAYS, COMPARED TO AN AVERAGE OF 10.3 DAYS DURING 1975.
