The text of the Violent Crime Control and Law Enforcement Act of 1991, which contains 31 titles, is presented.
Abstract
Titles I through X deal with the death penalty, habeas corpus reform, the exclusionary rule, coerced confessions, firearms, obstruction of justice, youth violence, terrorism, sexual violence and child abuse, and crime victims. Titles XI through XX focus on State and local law enforcement, police officers, Federal law enforcement agencies, prisons, rural crime, drug control, drunk driving, commissions, bail, and motor vehicle theft prevention. The final substantive titles address protections for the elderly, consumer protection, financial institution fraud, savings and loan prosecution, sentencing, computer crime, parental kidnaping, and safe schools. Two additional titles contain miscellaneous and technical provisions of the act.
