This analysis of the relationship between firearms and violent crime and the controversy over gun control concludes that that basic issue is how best to respond to the problem of gun crimes and of the right of citizens to have weapons for self-defense and home protection.
Abstract
Advocates of gun control support restrictive licensing of handguns, bans on "Saturday night specials," and stricter application and screening processes for firearms buyers. Although several jurisdictions have enacted gun control laws, research findings on the effectiveness of such measures are inconsistent and inconclusive. In addition, international comparisons are impossible due to vast cultural differences. Moreover, any attempt to enforce a handgun ban for the general population would probably encounter major compliance problems. Thus, although making handguns inaccessible to all citizens is inappropriate, reforms such as a national waiting period and the banning of assault rifles are reasonable.
