THE PHOENIX PROJECT WAS CONCERNED WITH THE ROLE OF THE VIDEO TELEPHONE IN THE CRIMINAL JUSTICE PROCESS AND THE IMPROVEMENTS IN CASE DISPOSITION THAT MIGHT RESULT FROM ITS USE.
Abstract
THE SECOND OF THREE, THIS VOLUME DESCRIBES IN DETAIL THE RESULTS OF 16 MONTHS EXPERIENCE THE 'PICTUREPHONE' APPLICATIONS IMPLEMENTED IN PHOENIX AND MARICOPA COUNTY, ARIZONA. SEVEN APPLICATIONS WERE IMPLEMENTED AND USED TO A SIGNIFICANT EXTENT, INCLUDING PUBLIC DEFENDER CONFERENCES WITH JAILED CLIENTS, REMOTE ACCESS TO THE POLICE INFORMATION BUREAU, ARRAIGNMENT OF IN-CUSTODY DEFENDANTS, AND REMOTE TESTIMONY AT PRELIMINARY HEARINGS AND TRIALS EACH APPLICATION IS DESCRIBED IN TERMS OF THE OPERATIONAL ENVIRONMENT, MEASURED USAGE PATTERNS, FUNCTIONAL CHANGES IN THE CONDUCT OF THE APPLICATIONS, COST SAVINGS, AND LEGAL ISSUES RAISED BY THE USE OF THE VIDEO TELEPHONE, A NETWORK COST MODEL THAT EXAMINES THE ECONOMIC IMPLICATIONS OF USING THE VIDEO TELEPHONE IN CRIMINAL JUSTICE IS ALSO DESCRIBED.
