Programs offered as alternatives to detention have great potential for improving the quality of juvenile detention service. The Day-Evening Program of the New York City Department of Probation is one example of an alternative program.
Abstract
In this program, children detained by the court, between adjudication and disposition, are permitted to participate in the program in lieu of placement in a secure facility. Attendance is mandatory on a daily basis, with the exclusion of weekends. An all-day program includes educational, recreational, social, and cultural components. Collateral contacts are used to monitor the child's behavior outside the program. Progress reports are periodically submitted to the court. In operation since 1971, this program has had a significant impact on reducing the numbers of children who would otherwise have been placed in a secure facility. Alternative programs should be made available in all jurisdictions, although they should not be seen as a substitute for secure detention. Reference notes are appended. (Author summary modified)
