STANDARDS ARE SET FORTH FOR THE DEVELOPMENT AND OPERATION OF THE UTAH STATE INDUSTRIAL SCHOOL IN OGDEN.
Abstract
THE SCHOOL OPERATES AS A COEDUCATIONAL INSTITUTION. CHILDREN MAY NOT BE COMMITTED TO THE SCHOOL SOLELY ON GROUNDS OF NEGLECT OR DEPENDENCY. CHILDREN MAY BE HELD AT THE SCHOOL ONLY UNTIL THEIR NINETEENTH BIRTHDAY. THE SCHOOL RECEIVES CHILDREN FROM THE FEDERAL SYSTEM AND FROM OTHER STATES THROUGH THE INTERSTATE COMPACT ON JUVENILES. THE 10 STANDARDS CONCERNING THE STATE INDUSTRIAL SCHOOL WERE DEVELOPED BY THE UTAH COUNCIL ON CRIMINAL JUSTICE ADMINISTRATION THROUGH ITS CORRECTIONS TASK FORCE. THE STANDARDS FOCUS ON THE SCHOOL'S BUILDINGS, PURPOSE, SOCIAL ENVIRONMENT, EDUCATION AND VOCATIONAL TRAINING PROGRAMS, PROGRAMS FOR GIRLS AND SPECIAL OFFENDERS, RELIGIOUS PROGRAMS, RECREATION PROGRAMS, AND COUNSELING. ALSO INCLUDED ARE STANDARDS TO DIRECT PLANNING OF NEW JUVENILE INSTITUTIONS, MODIFICATION OF THE EXISTING STATE SCHOOL, AND DECISIONS REGARDING THE APPROPRIATE USE OF THE SCHOOL. THE STANDARDS ARE ACCOMPANIED BY BRIEF DESCRIPTIONS OF THE STATUS OF THE SCHOOL RELATIVE TO THE STANDARDS. COMMENTS, AND SUGGESTED METHODS OF IMPLEMENTATION.
