THIS DOCUMENT DESCRIBES THE STRATEGIES, ACCOMPLISHMENTS, AND PROBLEMS OF 29 PROJECTS AND 3 PROGRAMS FUNDED BY THE UTAH COUNCIL ON CRIMINAL JUSTICE ADMINISTRATION TO IDENTIFY THEIR VARIOUS STRENGTHS AND WEAKNESSES.
Abstract
THE PROJECTS DISCUSSED INCLUDE TWO CRIME PREVENTION EFFORTS, SIX SPECIAL POLICE PROJECTS (A UNIVERSITY OF UTAH NARCOTICS PROJECT, THREE SPECIAL INVESTIGATOR PROJECTS, A BURGLARY AND LARCENY OFFICER PROJECT, AND A CRIME BULLETIN PROJECT), AND FOUR COURT PROJECTS (A PUBLIC DEFENDER PROJECT, A COUNTY ATTORNEY AND POLICE LIAISON PROJECT, THE FORMATION OF A STATEWIDE ASSOCIATION OF PROSECUTORS, AND AN APPELLATE COURT PROJECT). IN ADDITION, DATA ARE PRESENTED FOR SEVEN SPECIAL POLICE YOUTH OFFICER PROJECTS, THREE FAMILY SERVICES PROJECTS (FOR TROUBLED YOUTH, FOR GENERAL YOUTH SERVICES, AND FOR RETARDED JUVENILE OFFENDERS), AND TWO JUVENILE COURT PROJECTS. ADMINISTRATIVE PROJECTS SUMMARIZED INCLUDE TWO DATA COLLECTION EFFORTS AND THREE PROGRAM EVALUATIONS. TWO TABLES PROVIDE A GENERAL OVERVIEW OF EFFORTS. THEY SHOW THAT BETWEEN JULY 1977 AND JANUARY 1978 MOST PROJECTS MET BETWEEN 65 AND 71 PERCENT OF THEIR MEASURABLE GOALS, A SIGNIFICANT INCREASE OVER THE JULY 1975 THROUGH JULY 1976 PERIOD. RECURRING PROBLEMS INCLUDE FAILURE TO KEEP TRACK OF PROJECT ACTIVITIES, A LACK OF COMMUNICATIONS BETWEEN DIRECTOR AND STAFF, FAILURE OF STATE AND DISTRICT STAFFS TO MONITOR PROJECTS ADEQUATELY, AND IMPOSSIBLE OBJECTIVES. THE PROJECTS WITH THE LOWEST SUCCESS RATES GENERALLY HAD POOR QUARTERLY REPORTS AND WERE NOT MONITORED. EACH PROJECT SUMMARY INCLUDES THE EVALUATORS' SUGGESTIONS FOR IMPROVEMENT. (GLR)
